Commercial Corridor Investment & Revitalization Strategy

Background

Commercial corridors are important centers of business activity, jobs, services and housing throughout unincorporated Sacramento County. Many were developed decades ago and are now experiencing changing retail and development patterns, aging commercial properties, vacancies and underutilized sites.

The County’s General Plan identifies 15 commercial corridors areas serving communities throughout the unincorporated County.

Overview

Sacramento County’s Office of Economic Development, in partnership with the Department of Community Development, is developing a Commercial Corridor Investment & Revitalization Strategy to establish a countywide approach for encouraging reinvestment and economic growth along these corridors.

The Strategy is an implementation initiative of the County’s Economic Development Strategic Plan and builds on the General Plan and ongoing infill and redevelopment efforts.

The work will evaluate existing conditions and market opportunities, identify barriers to redevelopment, and recommend practical actions and tools to attract public and private investment, support businesses, create housing opportunities where appropriate, and strengthen the long-term economic vitality of these corridors.

Current Project Status: Consultant Procurement

Proposals from qualified consultants to develop the Strategy were due September 4, 2026, and are currently being evaluated. Shortlisted firms will be invited to interviews in late September/early October.

No commercial corridors have been selected for pilot implementation or future investment at this stage.

Key Areas of Focus

The consultant will evaluate commercial corridors throughout unincorporated Sacramento County and identify opportunities and barriers affecting their long-term economic vitality.

The work will include:

  • Existing market and development conditions
  • Vacant and underutilized properties
  • Opportunity sites and redevelopment potential
  • Infrastructure needs and constraints
  • Zoning and development regulations
  • Permitting and development processes
  • Business attraction and retention
  • Small business support
  • Financing and incentive tools
  • Placemaking, corridor identity and other strategies to encourage investment

The project will also develop a framework to help the County prioritize future corridor investments and identify at least two pilot corridors for more detailed implementation planning.

Dates will be updated following consultant selection and development of the final project schedule.

Community and stakeholder participation will be an important part of developing the Strategy.

The County expects to engage residents, businesses, property owners, community organizations, public agencies and other stakeholders throughout the project.
